Charters, guides and piers
Checked Nov 4, 2026Yes: everyone who fishes needs their own license.
Lake Erie fishing guides need an Ohio Lake Erie fishing guide license and a US Coast Guard credential. Ohio's official pages don't say whether a guide's or charter's customers are covered, and we found no exemption for them, so assume everyone aged 16 or over needs their own Ohio fishing license (FishingBooker says the same).
Charter rules depend on the boat and where you fish. Ask the captain, and check ODNR's rules before you book.
Border waters
Ohio River, Eastern Unit (Ohio–West Virginia)
Ohio and West Virginia honor each other's fishing licenses along their shared border: the main river, its banks and embayments, and tributaries up to listed points. This applies to Ohio and West Virginia residents only. West Virginia rules apply to boat anglers on the main river and on the West Virginia side; Ohio rules apply on the Ohio shore and in Ohio embayments and tributaries. Official source
Ohio River, Western Unit (Ohio–Kentucky)
Boat anglers on the Ohio River follow the rules of the state that licensed them, but Kentucky rules apply beyond the 1792 low-water mark. Anglers on the Ohio bank, and everyone in Ohio embayments and tributaries, follow Ohio rules. Some rules are shared by both states within a quarter mile of the river. Official source
Pymatuning Lake (Ohio–Pennsylvania)
An Ohio or Pennsylvania license can be used when fishing from a boat. You need a Pennsylvania license to take fish, frogs or turtles from the Pennsylvania shore or from any island. Official source
