Residents and visitors
Checked Nov 4, 2026- Who counts as a resident
- A person with a valid driver's license is treated as a resident of the state that issued it. An Oklahoma driver's license on its own counts as proof only if it was issued at least 60 days before (six months for lifetime licenses). Without a driver's license, the Department may accept other records such as resident income tax returns, voter registration or vehicle or boat registration, but not utility bills. Anyone who has lived in Oklahoma for less than 60 days is a non-resident, and owning land in Oklahoma does not make you a resident. Children under 18 have the residency of their custodial parent or legal guardian. (at least 60 days)
- Military
- Active-duty members of the US Armed Forces permanently assigned to a base in Oklahoma can qualify as residents for annual licenses. They need a certificate of assignment from a commanding officer, and a spouse or dependent in the same household can qualify the same way.

Charters, guides and piers
Checked Nov 4, 2026Yes: everyone who fishes needs their own license.
Oklahoma has no license that covers a guide's clients. Anyone paid to help, accompany, transport or guide people fishing needs an Oklahoma fishing guide license ($90, or $20 with Coast Guard Mariner credentials), and holding one doesn't exempt the guide from fishing license rules. Oklahoma's rules don't single out guided clients, so the general rule applies: everyone fishing needs a valid license (or a Lake Texoma license on Texoma) or written evidence that they are exempt.
Charter rules depend on the boat and where you fish. Ask the captain, and check ODWC's rules before you book.
Border waters
Lake Texoma (Texas)
The Lake Texoma license ($12, for residents and non-residents) covers both the Oklahoma and Texas sides of the lake, but not below Denison (Texoma) Dam. Without it, you need an Oklahoma license on the Oklahoma side and a Texas license on the Texas side. Oklahoma residents with an Oklahoma license don't need the Texoma license on the Oklahoma side. Texas exempts Oklahoma residents aged 65 or over from its license requirements, including on Lake Texoma. Official source23
Red River (Texas and Arkansas)
There is no reciprocal deal on the Red River. Each state's rules apply in its own waters, so you need an Oklahoma license in Oklahoma waters unless exempt. Just below Denison Dam, you need a Texas license to fish from the Texas bank between the dam and Shawnee Creek, but an Oklahoma license to wade or fish from a boat there. Official source
